Under the "Business Utilization Plan," bidders only need to supply an approved "Disabled Veteran Business Enterprise Business Utilization Plan" (DVBE BUP) to satisfy DVBE participation solicitation requirements. A DVBE BUP certifies a company's use of a DVBE for goods and services and represents the company's commitment to expend a minimum of 3% of its total statewide contract dollars with DVBEs. This percentage is based on all of its contracts in the State of California, not just those with the State.
How can my business utilize a DVBE BUP?
DVBE BUPs must be submitted to and approved by the Department of General Services - Procurement Department (DGS-PD) for the State of California prior to the bid due date. Please call the DGS-PD, Office of Small Business and DVBE Outreach and Education for assistance. Bidders choosing this option must properly complete and submit the STD 840 (Side1) form and include a copy of its approval letter with the bid. Failure to submit these documents shall render your bid non-responsive.
